1. Vision & Strategic Objectives

Vision - An essential Partnership for all town centre businesses, working together, leading and influencing to make Southend a destination of choice. Developing and delivering added value services that benefit the trading environment and the public realm of Southend, focusing on a high quality, safe, easily accessed environment that underpins commercial and social success.

 
 
 
 

2. Background

 
The Town Centre Partnership was formed in 2007 on the back of significant private and public investment into the town. This Partnership between public and private sector members ensures that collective benefits are derived through economies of scale and reduced duplication of effort as well as encouraging collaboration on mutual interests based on a shared vision and strategy. The Council supports the Partnership through the employment of the Town Centre Manager and its associated budgets. The Private sector supports promotional activities in the town centre and contributes to the overall budget and agreed plan.
 
 
 

3. Structure & Stakeholders

 

Chair, Vice-Chair & Board Members

Southend Town Centre Partnership is an informal partnership made up of a Chair and Vice-Chair and Board Members. The Chair and Vice-Chair is elected by the Board Members, serving a term of 3 years. The Board is not to exceed more than 12 members with each Executive Board Member contributing towards the core funding budget.

Partnership Members

Partnership members should be welcomed from all sectors to reflect the different needs and aspirations. Each member must reflect a ‘can do' approach and engage positively with the vision and goals of the Partnership. New members should first meet with the Chair or Vice-Chair to gain an understanding of the Partnership's role and objectives.

 
 
 

4. Strategic Objectives

 

Following extensive consultation with various sectors and SWOT analysis 5 strategic objectives were identified:-

OBJECTIVE 1 - Improving Partnerships

  • Embracing the public, private and community sectors to support and promote a common vision.
  • To promote membership development and raise the profile of the Partnership with representation on various working groups.
  • To ensure value for money (budget)....

OBJECTIVE 2 - Improving Promotions, Marketing & Communication

  • Co-ordinate the promotion and marketing of Southend Town Centre as a high quality destination.
  • To support and deliver a quality events programme distinguishing Southend's uniqueness and brand.
  • Ensuring effective communication both externally to the public and businesses and internally to all members of the Partnership.

OBJECTIVE 3 - Improving Safety and Security

  • Reducing crime and the fear of crime

OBJECTIVE 4 - Improving Investment

Foster and develop the economic vitality and diversity of the town centre by supporting, encouraging and facilitating inward investment opportunities.

OBJECTIVE 5 - Improving Access and the Environment

  • Improve accessibility to and within the town centre with a focus on a balanced provision of car parking and public transport.
  • Improving the street environment, including appearance, services and facilities.
 
 
 

5. Portfolio Holders & Sub Groups

 
Board members will be identified to lead and develop sub-groups for each strategic objective. Each sub-group will develop an action plan to be reviewed and evaluated at Board meetings. Partnership members will be invited on to sub-groups together with experts from relevant sectors.
